Despatch of the 9th. instant, I have the honour to forward

„herewith two advance copies of Appendix E in Mr. Clementi*:

Memorandum. I may add that the delay in supplying Append-

-ices A and D is due to the fact that, ma copies of these

regulations are not on record in the archives of this

Fonclosure 2.

-ing for Your Lordship's information the enclosed transla-

-tion prepared by Mr. J. V. Jamieson of a telegram said to

have been addressed by the Acting Governor-General of the

Liang Kuang Provinces to the Wai-ru-pu. The telegram was

published in the issue of Yang Cheng Pao of the 12th.

instant and indicates, if genuine, the intention on the

part of the Cantonese Government to ignore the protests
